JSEIFS.
o Rj UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
REGION IX
yr4`PA°zti° 75 Hawthorne Street
San Francisco, CA 94105.3901
Randall Blank
Northern California Power Agency
P.O. Box 1478
Lodi, CA 95242-1478
Re: Administrative Review
Class I Underground Injection Control (UIC) Permit Reissuance Application
Dear Mr. Blank:
The United States Environmental Protection Agency,Region 9 (EPA)has received Northern
California Power Agency's (NCPA) application to reissue the nonhazardous Class I UIC permit no.
CA194000002 (Permit). Based on our review,we consider the application to be administratively
complete.
We have begun the Technical Review phase of the permitting process. During this phase,
additional information and clarification of previously submitted information may be requested.
Once we complete our technical evaluation,we will develop a draft permit which will be issued for
a 30-day period of public review.
The annual mechanical integrity testing required under the existing Permit will be postponed
until the effective date of a new permit. However, under 40 C.F.R. §144.37 and 5 U.S.C. 558(c), all
other Permit conditions remain in force until the effective date of a new permit.
Please call Eric Byous of my staff at (415) 972-3531 if you have any questions regarding the
permitting process or this letter.
Sincerely,
1
David Albright
Manager, Ground Water Office
Printed on Recycled Paper
