Steve Royall <br /> NCPA C3-2 Discharge Characterization <br /> Page 2 of 6 <br /> January 22, 2007 <br /> Sampling Program <br /> In accordance with the Regional Board request, NCPA requested FGL Environmental, an FLAP certified <br /> laboratory, to analyze both the water received from the White Slough WPCF(influent) and the effluent <br /> returned to the White Slough WPCF(effluent). <br /> After a review of the results from the first set:of sampling events, it was decided to re-sample for five <br /> parameters because of laboratory QA/QC issues. Initial lab results from FGL for sulfite and endrin <br /> carried QA/QC flags which indicated that the laboratory did not feel the reported results were reliable <br /> ("did not conform"). Dichloromethane (methylene chloride) was not detected in the influent, but was <br /> detected in the effluent; because dichloromethane is known to be a common lab contaminant it was <br /> selected for re-test. Pentachlorophenol was not detected in the influent, but was measured in the effluent <br /> at only 0.1 uglL over the PQL. The re-test results for sulfite by EPA 377.1, endrin by EPA <br /> 3520C18081, methylene chloride by EPA 5030B18264B,and pentachlorophenol by EPA625 all were <br /> reported as non-detect at the detection levels noted in Table 1. <br /> Initial copper results also appeared questionable, in light of the fact that measurements of metals in high <br /> salinity water by standard methods frequently overstate metals concentrations. To gain a more reliable <br /> measurement of copper in the influent and effluent, re-test samples were sent to Frontier Geosciences in <br /> Seattle Washington. Frontier has developed widely accepted methods for the preparation of high salinity <br /> samples for analysis of metals by ICP-MS. The Frontier results are reported in Table 1. <br /> This report is based on the following lab reports provided by FGL Environmental, Stockton, California: <br /> 6361 1 1, 636407, 636525,636556,636573,636872,636873, 638254, 650014, and 650133. A tabular <br /> summary of all of the analytical data contained within these lab results is attached as Table 1, and <br /> summarized in this document. A summary of the bioassay results is included below, in Table 2. <br /> Bioassay Summary: <br /> Table 2 below shows the results of short term chronic toxicity testing performed according to the <br /> guidelines prescribed in EPA-821-R-02-013,Short Tenn Methods for Estimating the Chronic Toxicity of <br /> Effluents and Receiving Waters to Freshwater Organisms.
