Tire Hauler & Recyclers - Inspection date 3/24/15 <br /> San Joaquin County Environmental Health Department and CalRecycle completed a joint unannounced <br /> inspection of Tire Hauler& Recyclers located at 916 South Center St., Stockton. <br /> Tire Hauler& Recyclers is in violation of 14 CCR, § 17351(c)-Failure to maintain one pike pole or <br /> comparable pole at least 10 feet in length to separate burning from non-burning tires. <br /> Tire Hauler& Recyclers is in violation of PRC 42850-Failure to comply with Terms of Permit. <br /> • Condition (b) on the CalRecycle permit requires that the waste tire storage shall in accordance <br /> with the Permit map. The permittee was storing loose waste tires at the south side of the <br /> warehouse. <br /> • Condition (c)on the CalRecycle permit requires that the storage of waste tires indoors is limited <br /> to no more than five feet in height as required by the City of Stockton Fire Department. Some <br /> waste tires stored indoors exceeded five feet in height. <br /> • Condition (d) on the CalRecycle permit requires that the permittee notify CalRecycle of any <br /> changes to the Emergency Response Plan within 30 days of implementing the revision. The <br /> permittee did not notify CalRecycle of the change in phone number for the facility <br /> owner/operator. <br /> Tire Hauler& Recyclers is in violation of 14 CCR, § 17351(f) -Waste tires were observed north and south <br /> of the outdoor storage area approximately eight ft.from flammable material (vegetation and wood <br /> pallets). Waste tires must be stored no closer than 40 ft. from flammables or the facility may obtain <br /> approval from the local fire authority that determines a different requirement is adequate. Alternative <br /> requirements approved by the local fire authority shall be subject to CalRecycle's concurrence. <br /> Tire Hauler& Recyclers was issued an Area of Concern (not a violation)for 14 CCR, § 17354(e) -Waste <br /> tires were stored within 50 ft. of lot line boundary and facility. The operator is advised to proactively <br /> obtain approval from the local fire authority for an alternate plan if it determines that a different <br /> requirement is adequate to meet the intent of 14 CCR, § 17354(e). <br /> Tire Haulers& Recyclers was issued an Area of Concern (not a violation)for 14 CCR, § 17356(a)(2)- <br /> Waste tires were observed stored in front of the south entrance to the warehouse. Operator is advised <br /> to not obstruct exits. <br /> Tire Hauler& Recyclers was issued an Area of Concern (not a violation) for 14 CCR, § 17356(a)(11)-The <br /> storage area of waste tires inside the warehouse is greater than 500 square ft. and is not equipped with <br /> an automatic fire extinguishing system. The operator is advised to proactively obtain approval from the <br /> local fire authority for an alternate plan that determines a different requirement is adequate to meet <br /> the intent of 14 CCR, § 17356(a)(11)for fire control and the protection of life and property. <br /> Tire Hauler& Recyclers was issued an Area of Concern (not a violation)for 14 CCR, § 17356(a)(12) -The <br /> storage area of waste tires inside the warehouse is greater than 2500 square feet and is not equipped <br /> with smoke and heat vents. The operator is advised to proactively obtain approval from the local fire <br /> authority for an alternate plan that determines a different requirement is adequate to meet the intent <br /> of 14 CCR, § 17356(a)(12)for fire control and the protection of life and property. <br /> Manifest forms were reviewed and found to be in order. <br />
