• pry .r , /
ENGINEERING INC.
RCE #27011 LIC. #537901
March 22, 1989
Mr. Dave Atwater
California Fuels
P.O. Box 1207
Stockton, CA 95201
RE: SITE INVESTIGATION/RWWDIATION PROPOSAL
838 EAST MORELUNNE STREET, WOODBRIDGE, CA
Dear Mr. Atwater:
This letter is in response to the Federated Insurance letter dated
March 1 , 1989, requesting a proposal for our firm to complete the
additional site investigation and remediation work at the subject
property as outlined in the Soil Gas Investigation Report prepared by
our firm dated February 23 , 1989, and amended by the Central Valley
Regional Water Quality Control Board (CVRWQCB) letter dated March 17 ,
1989 (attached) . We have reviewed the conditions of the CVRWQCB
letter, and by copy of this letter make it a part of the proposed
workplan.
Proposed Work
After reviewing the data in the report and discussing the project
with the CVRWQCB, we concur that both soil remediation and
groundwater investigation will be necessary to adequately
characterize the site. It is proposed to excavate and aerate onsite
approximately 225 cubic yards of contaminated soil , and to install a
4-inch groundwater monitoring well as shown on the attached figure.
It is proposed to excavate an area approximately 20 feet by 20 feet
to groundwater or a total depth of 15 feet in the vicinity of the old
pump house and the fuel dispensers as shown on the attached figure.
Six (6) soil samples, one from each sidewall and two from the bottom,
will be collected from within the excavation to verify that all the
impacted soil has been removed from the excavation. The soil
contamination will also be monitored in the field to determine the
extent of the excavation and which soil samples will be verified by a
state certified laboratory.
The contaminated soil will be stockpiled onsite. Two ( 2) soil
samples will be collected from the spoils pile to profile the soil .
The soil samples will be analyzed by a state certified laboratory for
Total Petroleum Hydrocarbons (TPH; GC-FID) in the gasoline and diesel
range. The soil samples will also be analyzed for Benzene, Toluene,
Ethyl Benzene, and Xylene (BTEX; Method 8020) .
8084 Old Auburn Blvd., Suite E Citrus Heights,CA 95610 (916)723-7645
