The report, dated March 29, 1991, was hand <br /> i delivered to Department staff by Mr. Gerry Sperry. A review of <br /> our records does not indicate that the report was previously <br /> submitted for Department review, and Department staff were not <br /> aware of the report' s existence until Mr. Sperry submitted the <br /> document. The Department was requested by Mr. Sperry to review <br /> the report, and to provide Beck Development Company with any <br /> concerns the Department might have with respect to the <br /> 1 information contained in the report. <br /> The report reveals that "heavy" hydrocarbon contamination <br /> was encountered during excavation work on the drainage channel <br /> along Schulte Road within the perimeter of the former fuel <br /> storage reservoir. The report states: <br /> "The contamination at the site was extended deep into <br /> the ground. At about 16 feet below grade, groundwater <br /> and some oily product was encountered. " <br /> This information, which shows that contamination extends <br /> below the concrete bottom of the former reservoir and into the <br /> shallow groundwater at the site, is significant. The presence of <br /> hydrocarbon contamination in the groundwater is of particular <br /> concern. The Department's previous conclusions as to the risks <br /> posed by contamination at the site were based on information <br /> submitted on behalf of Beck Development Company which indicated <br /> that groundwater had not been impacted by past activities. <br /> Accordingly, it is the Department' s position that in <br /> addition to those concerns identified in our previous <br /> correspondence, the extent of the groundwater contamination in <br /> the location identified in the report should be investigated.
