The Department agrees, as outlined in your <br /> letter, that the presence of buildings on the site, asphalt <br /> covered parking areas, concrete walkways and the installation <br /> of turf over at least one foot of clean fill in the play <br /> areas will significantly reduce the possibility of exposure <br /> to the chemicals present in the surface soils. <br /> Fencing of those areas in which development will occur at a <br /> later time will reduce the number of people entering the <br /> undeveloped portions and thus reduce the exposure to direct <br /> contact and ingestion of soil. However, exposure could still <br /> occur via wind borne dust or unapproved access. The risk due <br /> to this potential exposure has not been defined. A temporary <br /> cover such as asphalt would reduce this exposure and risk. <br /> Likewise, the risk from an open excavation through the <br /> permanent cover for up to three months is undefined although <br /> apparently small. Minimizing the time an excavation is open <br /> or using a temporary cover would reduce risk. <br /> The investigation of possible ground water contamination by <br /> the residues left in the oil storage reservoir has not been <br /> completed. It is possible that additional monitoring wells <br /> will be needed at the property to further define the <br /> contamination. Also, if ground water contamination is found, <br /> an extraction and treatment system may be needed on the <br /> property along with removal of the source of contamination in <br /> the soil at the oil storage dish. <br />
