Agenda Item No. 7
Page 3
August 18, 1987
In any alternative land use consideration a General
Plan amendment and reclassification would be required.
To consider these actions it is likely that focused
environmental impact report will be required to address
neighborhood impact, traffic circulation and soil
contamination. Such an environmental document will
require review by the State regulatory agencies .
In summary, the lead agency is DHS and the responsible
parties are Renown and Texaco. They will either
initially or ultimately fund site characterization and
mitigation. Removal of the contaminated soil to a
Class I site would provide transfer of liability soil
but would cost accordingly. Leaving the contaminated
soil in place retains the liability with Renown and
Texaco and requires specific mitigation of potential
health and ground water contamination.
