Box 809046 <br /> Dallas, TX 75380-9046 <br /> TOXIC PITS CLEANUP ACT (TPCA) , OVERHEAD DOOR FACILITY IN LODI, SAN JOAQUIN COUNTY <br /> We have recommended to the State Water Resources Control Board that your facility be <br /> removed from the active TPCA list, effective 31 December 1990. You have completed all <br /> requirements of the TPCA and certified the impoundment closed. <br /> We have reviewed your annual analysis of the past years' ground water monitoring data <br /> and find that high levels of hexavalent chromium are persistent downgradient of the <br /> closed surface impoundment. The chromium levels exceed the acceptable Maximum <br /> Contaminant Level (MCL) of 50 µg/l for waters which are a source of primary drinking <br /> water. Because ground water downgradient from your facility is used as a source of <br /> drinking water it is necessary to determine to what extent the plume exceeds the MCL. <br /> Our letter of 3 October 1990 notified you of the Board's concern with high levels of <br /> hexavalent chromium in the ground water immediately downgradient of the closed surface <br /> impoundment. Five years of monitoring data show the chromium levels have not <br /> dissipated over time and may be migrating to impact downgradient beneficial uses. <br /> Based on monitoring well data, it appears a plume originates from your property and is <br /> moving downgradient, beyond the influence of existing monitoring wells. Therefore, we <br /> are drafting a Cleanup and Abatement Order which will direct the Dallas Corporation to <br /> investigate the lateral extent of the high levels of contaminants. Enclosed are <br /> excerpts from three different documents which explain the rationale the Regional Board <br /> uses to decide when to pursue ground water investigations. <br /> We anticipate the Order will be signed by the Executive Officer by 28 June 1991 .
