Inspection Report -2- October 24, 1984 <br /> Lodi Airport <br /> John Kupka (Kupka) was upset that there were so many people present to <br /> inspect the airport. I explained to him that Cotulla represented the <br /> local district, Small was my backup, and Vernon and Haeling were in <br /> training. Kupka was quite upset, uncooperative, and argumentive. He <br /> said he was going to protest to his congressmen and state representatives <br /> about this beaurocratic waste of tax payers monies. Kupka also stated he <br /> would not prevent us from doing our inspection, but would not cooperate <br /> with us either, and would not meet with us. He said we could look around <br /> and take samples if we wanted to. If any of the resident operators on <br /> site were in violation, Kupka said the airport would shut them down. <br /> Kupka denied the airport was operating any type of rinse facility. There <br /> was an area where operators could get water if they needed it. <br /> I told Kupka we would do our inspection at this time and requested that <br /> he have someone accompany us. He said he would accompany us. As we <br /> started out I asked Kupka what his relationship was to the airport. He <br /> said he had no official relationship other than being Robert's father. <br /> He also stated that anyone from any regulatory organization would have to <br /> deal with him, not his son, and that he was representing his son. We <br /> continued on the inspection, including the rinse/water facility in the <br /> north east corner. There was evidence of extensive and heavy soil <br /> contamination in this area. Kupka again said it was not a rinse facility <br /> and if anyone was doing anything wrong the airport would shut them down. <br /> We continued on to the building occupied by North Coast Helicopter <br /> Service. No one was present at this facility. There was a container <br /> storage area on the north side of the building. Some contamination was <br /> noted. A dumpster was outside the fenced storage area and had debris in <br /> it including some grease containers. On the south side of the building <br /> was another storage area. This contained containers and drums of <br /> products including oil and lubricants. There was a fairly strong <br /> pesticide odor in this area. At this point I informed Kupka we would be <br /> collecting samples. He said ok, he had other things to do and left. <br /> Debbie Small and I then prepared to sample. (see below for sample <br /> locations and descriptions. ) We sampled around the North Coast facility, <br /> the rinse facility, and the west end of the flight line. There was a low <br /> depression west of the west most hangars that had dried out and cracked <br /> as though it had been a pond. There was also evidence of spillage and <br /> disposal along at southeast to northwest taxi/runway at the west end of <br /> the airport. <br /> VI.
