ENVIRONMENTAL HEALTH; <br /> Napa, CA 94559 <br /> PERR',IT/SER'/iLES <br /> Dear Mr. Wilder, <br /> PROJECT COORDINATOR FOR LODI AIRPORT SITE <br /> The Department of Health Services, Toxic Substances Control <br /> Program (Department) has received the notification dated June 14, <br /> 1990, that names Mr. Stephen Wilder as the project coordinator <br /> who will represent North Coast Helicopter Service, Inc. (NCHS) <br /> in complying with the Remedial Action Order (Order) , docket #HSA <br /> 89/90-016. Mr. Robert Kupka has notified the Department that he <br /> will act, as project coordinator representing himself. The <br /> Department expects Mr. Wilder and Mr. Kupka to coordinate their <br /> efforts to comply with the requirements of the Order. A <br /> cooperative effort on the part of the responsible parties will <br /> insure that the investigation of the site will be completed as <br /> efficiently as possible. <br /> In response to your inquiry regarding responsible parties, the <br /> Department is in the process of initiating an investigation into <br /> the extent of contamination at the Lodi Airport (site) and any <br /> health risk the site may pose. As part of the investigation, the <br /> Department performed a preliminary search for potentially <br /> responsible parties with regard to contamination at the site. <br /> Robert E. Kupka and North Coast Helicopter Service, Inc. were <br /> named in the Order because the Department had information <br /> which showed these persons were responsible parties as defined by <br /> Health and Safety Code, section 25323 . 5 and 25385. 1 (g) . Other <br /> persons known by the Department to have operated at the site <br /> were investigated as potentially responsible parties; however, no <br /> information exists to indicate that those persons should be <br /> identified as responsible parties. In accordance with Health and <br /> Safety Code, section 25356. 1 (d) , the Department will allocate <br /> responsibility among all identifiable potentially responsible <br /> parties at the time a remedial action plan is prepared for the <br /> site. <br /> Be advised that the further investigation of potentially <br /> responsible parties does not relieve the parties named in the <br /> Order from their obligation to comply with the Order in the <br />
