Analysis Background The applicant submitted the subject Text Amendment application to permit Truck Sales and Services — Parking in the C-FS (Freeway Service Commercial)zone with an approved Use Permit application. The Text Amendment would be applicable Countywide. Basis for Development Title Text Amendment Prior to approving an application for a Text Amendment, the Planning Commission and the Board of Supervisors must determine that the proposed Text Amendment is consistent with the General Plan and any applicable Master Plan. The following is an analysis of the consistency of the proposed Development Title Text Amendment with the General Plan. General Plan Consistency Freeway Service Commercial (C/FS) (pg. 3.1-42) This designation provides retail uses serving the needs of freeway travelers. The Freeway Service Commercial Designation is only allowed adjacent to full freeway interchanges where development will be easily accessible and visible to freeway travelers, or where two State highways intersect. Typical building types include one-to three- story commercial structures. Allowed Uses This designation provides for the following freeway-oriented commercial uses: • Traveler- and Truck-oriented retail uses and restaurants • Automobile and Truck fueling /service stations • Hotels and motels • Compatible public, quasi-public, and special uses (e.g., rest areas) The proposed Text Amendment would allow the Truck Sales & Services — Parking use type with an approved Use Permit in the C-FS (Freeway Service Commercial) zone, which is an implementing zone for the C/FS (Freeway Service Commercial) General Plan designation. The C/FS designation provides for uses serving the needs of freeway travelers, including truck oriented retail uses, truck fueling/service stations, and compatible uses,such as rest areas. Properties designated as C/FS are located adjacent to freeways, and are intended to serve the needs of freeway travelers. The Truck Sales & Services — Parking use type is for commercial operations for the parking or storage of trucks. Typical uses include truck storage yards. As an implementing zone for the C/FS General Plan designation, the C-FS zone is intended to provide for commercial uses adjacent to full freeway interchanges oriented almost exclusively to serve the needs of the highway traveler. Currently, Truck Sales & Services - Stops and Truck Sales & Services - Repairs may be conditionally permitted in the C-FS zone with an approved Use Permit application, and Truck Sales & Services — Cleaning may be conditionally permitted in the C-FS zone with an approved Site Approval application. Permitting the Truck Sales & Services — Parking use type subject to a Use Permit in the C-FS zone would be meet the intent of the CIFS General Plan designation, and the use type would be compatible with other use types already permitted in the C-FS zone.
