Analysis <br /> Background <br /> The applicant submitted the subject Text Amendment application to permit Truck Sales and Services — <br /> Parking in the C-FS (Freeway Service Commercial)zone with an approved Use Permit application. <br /> The Text Amendment would be applicable Countywide. <br /> Basis for Development Title Text Amendment <br /> Prior to approving an application for a Text Amendment, the Planning Commission and the Board of <br /> Supervisors must determine that the proposed Text Amendment is consistent with the General Plan and <br /> any applicable Master Plan. The following is an analysis of the consistency of the proposed Development <br /> Title Text Amendment with the General Plan. <br /> General Plan Consistency <br /> Freeway Service Commercial (C/FS) (pg. 3.1-42) <br /> This designation provides retail uses serving the needs of freeway travelers. The Freeway Service <br /> Commercial Designation is only allowed adjacent to full freeway interchanges where development will be <br /> easily accessible and visible to freeway travelers, or where two State highways intersect. Typical building <br /> types include one-to three- story commercial structures. <br /> Allowed Uses <br /> This designation provides for the following freeway-oriented commercial uses: <br /> • Traveler- and Truck-oriented retail uses and restaurants <br /> • Automobile and Truck fueling /service stations <br /> • Hotels and motels <br /> • Compatible public, quasi-public, and special uses (e.g., rest areas) <br /> The proposed Text Amendment would allow the Truck Sales & Services — Parking use type with an <br /> approved Use Permit in the C-FS (Freeway Service Commercial) zone, which is an implementing <br /> zone for the C/FS (Freeway Service Commercial) General Plan designation. The C/FS designation <br /> provides for uses serving the needs of freeway travelers, including truck oriented retail uses, truck <br /> fueling/service stations, and compatible uses,such as rest areas. Properties designated as C/FS are <br /> located adjacent to freeways, and are intended to serve the needs of freeway travelers. <br /> The Truck Sales & Services — Parking use type is for commercial operations for the parking or <br /> storage of trucks. Typical uses include truck storage yards. As an implementing zone for the C/FS <br /> General Plan designation, the C-FS zone is intended to provide for commercial uses adjacent to <br /> full freeway interchanges oriented almost exclusively to serve the needs of the highway traveler. <br /> Currently, Truck Sales & Services - Stops and Truck Sales & Services - Repairs may be <br /> conditionally permitted in the C-FS zone with an approved Use Permit application, and Truck <br /> Sales & Services — Cleaning may be conditionally permitted in the C-FS zone with an approved <br /> Site Approval application.
