Barton, P.G. <br /> December 30, 2015 <br /> Page 3 of 4 <br /> To destroy MW-7 and MW-8 by the pressure grout and mushroom cap method, V&W filled the <br /> wells from the bottom with neat cement grout using a tremie pipe, and then applied 25 pounds per <br /> square inch(psi) of pressure for ten minutes on each of the cement-filled wells. Following the <br /> pressure grouting, V&W expanded the diameters of the upper three feet of the well borings to 24- <br /> inches using a surface drill bit (i.e., cookie cutter), to install the mushroom caps. <br /> For the mushroom caps, V&W cut-off and removed the well casings six-inches above the bottoms <br /> of the excavations (i.e., 2.5 feet below surface grade). V&W then continuously poured neat cement <br /> into the excavations to create a"cap" with a vertical thickness of one foot(between two and three <br /> feet below surface grade). Finally, V&W completed the upper two feet of the boreholes with <br /> compacted soil and surface patches matching the surrounding material. <br /> Waste Management and Disposal <br /> V&W contained the waste well materials and soil in a 10 yard roll-off bin for temporary on-site <br /> storage, pending waste characterization and proper disposition. On November 18, 2015, to <br /> characterize the waste, Ramage Environmental collected four representative soil samples from the <br /> waste soil bin for laboratory analysis. <br /> Ramage Environmental transported the soil samples with chain of-custody documentation to <br /> Excelchem Environmental Labs (Excelchem), a state of California certified hazardous waste testing <br /> laboratory (Certification #2119). Excelchem combined the four soil samples into one, and analyzed <br /> the composite sample for Total Petroleum Hydrocarbons (TPH)-as-jet fuel, TPH-as-diesel, TPH-as- <br /> gasoline, benzene, toluene, ethylbenzene, and xylenes (BTEX) by EPA Method 8021B/8015M, and <br /> for total lead by EPA Method 6010B. <br /> The analytical results indicated that the waste soil did not contain concentrations of TPH-as jet fuel, <br /> TPH-as-diesel, TPH-as-gasoline and BTEX above laboratory reporting limits, and that the <br /> concentration of total lead of 3.2 milligrams per kilogram (mg/kg) was representative of natural <br /> background conditions, and well below hazardous waste thresholds. The laboratory reports are <br /> attached. <br /> Based on the composite soil sample analytical results, Republic Services profiled the waste soil as <br /> non-hazardous waste for disposal at Forward Landfill in Stockton, California, under Waste Profile <br /> #42041520309. On December 15, 2015, Republic Services transported the 6.68 tons of waste soil <br /> as non-hazardous waste to Forward Landfill for disposal. The non-hazardous waste manifest and <br /> landfill weight ticket are attached. <br /> No other investigation-derived waste remains at the site. <br />
