O. Box 388 • Stockton, Ccopy 4.. ",*209/468-3420 i F o¢
MR KENNETH EARNEST MEED OCT 111995
ULTRAMAR INC
525 W THIRD ST
HANFORD CA 93230
RE : BEACON #494 SITE CODE : 1118
2185 East Fremont Street
Stockton, CA 95205
San Joaquin County Public Health Services, Environmental Health
Division (PHS-EHD) has reviewed the "Quarterly Groundwater
Monitoring Report, Third Quarter 1995" as submitted by Horizon
Environmental and has the following comments .
Your statement "that the system (pump and treat groundwater
remediation) has reached its effective limits and that attempts
to reduce concentrations further would be unsuccessful" , continue
to support regulatory conclusions that pump and treat remediation
techniques are ineffective in areas that have non-degradation
policies for groundwater of beneficial use (s) .
Current trends within the regulatory agencies seem to suggest
that a revised policy (SWRCB Policy #92-49) for non-obtainable
water quality objectives may be forthcoming. A proposal under
consideration is for the establishment of containment zones where
groundwater water quality objectives cannot be reasonably
achieved. A second public hearing is planned for November 8 ,
1995 in Sacramento, and PHS-EHD suggests you not discontinue or
modify your current onsite activities until a new or revised
policy is adopted.
PHS-EHD does request that you "pulse" or "cycle " your current
groundwater system with adequate "off-line" time to allow
multiple groundwater sampling events to occur. With increasing
Benzene in the northern wells and the inability to accurately
determine the unaffected groundwater hydraulic gradient, PHS-EHD
is concerned that recent groundwater recharge from the past
seasonal high rainfall has altered groundwater conditions in your
site' s area.
By allowing the groundwater gradient to return to conditions not
affected by pumping in MW-3 , accurate groundwater concentrations
and gradient may be obtained.
A Division of San Joaquin County health Care Services
