HORIZON ENVIRONMENTAL INC. <br /> Specialists in Site Assessment,Remedial Testing,Design and Operation <br /> r t., <br /> February 20, 1997 12: 5 7 <br /> Mr Kenneth Earnest <br /> Ultramar Inc <br /> 525 West Third Street <br /> Hanford, Califorma 93230 <br /> Subject Letter Report for Abandonment of Monitoring Wells and Vapor Wells <br /> Former Beacon Station No 494 <br /> 2185 East Fremont Street, Stockton, California <br /> Mr Earnest <br /> At the request of Ultramar Inc (Ultramar), Horizon Environmental Inc (Horizon) <br /> implemented the abandonment of five groundwater-monitoring wells, five vapor wells <br /> and rune vapor points at the subject site (see attached Figure 1) This work was <br /> performed as part of regulatory closure for the site as approved by the San Joaquin Public <br /> Health Services-Environmental Health Division (SJCPHS-EHD) in their letter dated <br /> December 13, 1997 Well abandonment permits were filed on January 29, 1997, with the <br /> SJCPHS-EHD, and an additional permit with the City of Stockton for approval to enter <br /> the public right-of-way where monitoring well MW-4 is located Both were subsequently <br /> approved on January 29, 1997 A copy of the permits is included as an attachment to this <br /> letter report <br /> Monitoring wells MW-1 through MW-4, vapor wells VW-1 through VW-3 and CB-1 <br /> were overdrilled and grouted with a "6-sack" bentonite/cement slurry to grade The well <br /> boxes were removed prior to the wells being overdrilled The nine vapor probes, VP-1 <br /> through VP-9 were destroyed by pressure grouting with a neat cement/bentonite slurry, <br /> then the top three feet of the casing was removed by overdrillirg or with a backhoe and <br /> the remaining excavation backfilled wtih neat cement Mr Michael Infurna Jr of the <br /> SJCPHS-EHD was on-site to witness abandonment activities V&W Drilling Inc of Rio <br /> Vista, California performed the abandonments Former locations of all destroyed wells <br /> and vapor probes along with othencurrent and former site facilities are shown on Figure <br /> 2 <br /> In addition, subsurface lateral lines beneath the site that converged at a central manifold <br /> on the west side of the property and utilized for the former remediation system were <br /> abandoned These subsurface lines were abandoned by pressure-grouting Portland <br /> cement into the lines from the manifold, forcing cement through to the well end on the <br /> other side, and filling the entire volume with cement <br /> 5011 Golden Foothill Parkway,Suite 7 • El Dorado HIlls,CA 95762 • (916)939-2170 • FAX(916)939-2172 <br /> PO Box 5283 • Bakersfield,CA 93388 • (805)589-8389 • FAX(805)589-1456 <br />
