San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FOOD MART GASOLINE' 2185 E FREMONT ST, STOCKTON September 29, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 209 CCR 2715(c) Designated operator did not inspect all required items and/or the inspection reports not completed. <br /> The designated operator failed to document all the alarms from the attached alarm history on the November 2016, <br /> March 2017,April 2017 and June 2017 designated operator monthly inspection reports and failed to check that they <br /> were responded to appropriately. The missing alarms include: <br /> On 10/13/2016, the following alarms were not documented: a probe out alarm for Tank 2 91 unleaded, a probe out <br /> alarm for Tank 3 Diesel and a L3 annular space fuel alarm. <br /> On 3/9/2017 and on 3/13/2017, a Tank 3 Diesel probe out alarm occurred. <br /> On 4/5/2017, a Tank 3 Diesel probe out alarm occurred. <br /> On 5/10/2017, 5/16/2017 and 5/19/2017, Tank 1 87 unleaded overfill alarms occurred. <br /> During the monthly inspection, the designated operator shall review the alarm history for the previous month, check <br /> that each alarm was documented and responded to appropriately, and attach a copy of the alarm history with <br /> documentation taken in response to any alarms to the monthly report. Ensure that designated operators performing <br /> monthly inspections at this facility are including all of the required information on the reports. <br /> This is a repeat violation, Class ll. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in the 87 grade submersible turbine pump(STP)sump,the 91 grade STP sump,the Diesel <br /> STP sump and the Diesel fill sump. If water could enter into the secondary containment by precipitation or <br /> infiltration, it must be removed and disposed of properly. The service technician removed approximately 2 cups of <br /> liquid from the 87 STP sump, half a cup from the 91 STP sump, half a cup from the Diesel STP sump and 2 cups <br /> from the Diesel fill sump. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> Approximately 4 cups of yellow-green liquid was observed in the 1/2 under dispenser containment(UDC)unit. The <br /> tech on site(Ed Stearns)mentioned that"it might be diesel,"however,the composition was unclear. The liquid was <br /> removed by the technician. Investigate to ensure the piping is not leaking. If it is determined there is a leak, repair <br /> the product piping under permit from the EHD. <br /> This is a minor violation. <br /> 319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty. <br /> The 87 grade and Diesel spill container failed when tested. All spill containers shall have a minimum capacity of five <br /> gallons and be capable of containing a spill or overfill until it is detected or cleaned up. <br /> The technician on site fixed the spill buckets by replacing the 87 spill container gasket and by adjusting the Diesel <br /> gasket.
