Introduction <br /> This Hazardous Materials Business Plan is designed to satisfy the requirements <br /> of Section 6.95 of the State Health and Safety Code (codified sections of AB <br /> 2185 & AB 2187 and SARA Title III Federal Law) . The plan is also intended for <br /> employee guidance in minimizing potential and actual hazards which could <br /> affect our employees, the public or the environment during fire, explosion, or <br /> any unplanned sudden or non-sudden release of hazardous materials to the air, <br /> soil, surface or ground water. The plan is also designed to set procedures <br /> for reporting releases or threatened releases of hazardous materials which may <br /> pose a potential hazard to our employees, the public or the environment. <br /> In the event a substantial change is made in the normal business operation, <br /> the local regulatory agency will be notified within 30 days of that change. <br /> The Hazardous Materials Inventory form will be resubmitted on an annual <br /> basis. A complete Hazardous Materials Business Plan will be resubmitted every <br /> two years. <br /> Description of Operation <br /> The operation of Beacon Station #1-494 located at 2185 East Fremont, Stockton, <br /> California is primarily to serve the general public through retail sale of <br /> petroleum products, miscellaneous consumer packaged products and various food <br /> items. <br /> The petroleum products (i.e. gasoline, diesel) are stored in underground tanks <br /> which conform with local, state and federal laws or regulations. Underground <br /> piping and dispensing equipment is also installed and maintained in <br /> conformance with local, state and federal laws or regulations. <br /> Control of inventory is maintained through the use of an inventory <br /> reconciliation program which allows the facility manager to accurately control <br /> the inventory. Product reorders are based on the reconciled inventory and <br /> maximum tank capacity. <br /> Delivery of the product is achieved within the conformity of local, state and <br /> federal laws or regulations. Prior to unloading product, delivery drivers are <br /> required to gauge the tankage and record this information on the delivery <br /> ticket. Upon completion of unloading, the tank is again gauged and the <br /> information recorded. <br /> Reporting, Notification and Scene Management <br /> In the event of a hazardous materials release or potential release, it is the <br /> employee's responsibility to insure the safety of other employees and the <br /> general public. The employee will first notify, over the public address <br /> system or by voice, all other employees and the general public of the <br /> emergency. The employee will then notify emergency response personnel by <br /> dialing 9-1-1. It is the employee's responsibility to secure the immediate <br /> area to prevent any unnecessary exposure of the public or employees. When the <br /> immediate area has been secured, the employee will notify the facility manager <br /> or, if necessary, the zone manager. The facility manager or zone manager will <br /> notify other administrative agencies, as necessary, of the release.
