Box 279 <br /> Lathrop, Ca 95330 <br /> TRANSMITTAL OF DRAFT REVISED MONITORING AND REPORTING PROGRAM, <br /> AND REQUEST FOR A REPORT OF WASTE DISCHARGE, CARPENTER COMPANY, <br /> SAN JOAQUIN COUNTY <br /> Staff has reviewed the June 2005 Description of Proposed Discharge of Wastewater and Stormwater, <br /> prepared by Nolte Associates, Inc. that characterizes wastewater and groundwater quality generated at <br /> the Carpenter Company facility located at 17100 South Harlan Road, Lathrop. The report was prepared <br /> in response to the Regional Board's 4 February 2005 Notice of Violation (NOV). The findings of the <br /> Nolte report indicate that you wish to continue discharging in violation of the WDRs, and that the <br /> calculated average Total Dissolved Solids (TDS) concentration in wastewater is close to the TDS <br /> groundwater concentrations. However, that calculation depended upon certain assumptions. The <br /> wastewater quality was determined by calculating the average concentration when ion exchange <br /> regeneration brine is excluded and with substantial dilution from stormwater that is also discharged to <br /> the stotmwater pond. <br /> Because Carpenter Company's existing MRP was issued prior to current groundwater monitoring <br /> requirements, monitoring wells are not present; Carpenter Company is hereby directed to submit a <br /> groundwater monitoring well installation workplan. Groundwater monitoring wells are required because <br /> the constituents of concern in the wastewater will not biodegrade and can migrate to groundwater, <br /> especially in cases where wastewater is discharged into percolation ponds. Staff has prepared the <br /> enclosed draft revised MRP for your review. Please note that the draft revised MRP requires monthly <br /> sampling for 12 months, and then reverts to a quarterly sampling schedule. When finalized, the revised <br /> MRP will replace the existing MRP Order No. 96-117. <br /> Please provide comments on the draft MRP by 1 May 2006. The comments will be included in the <br /> revised MRP as appropriate and Carpenter Company will be directed to monitor in compliance with the <br /> revised MRP. The data collected should be used in preparation of a Report of Waste Discharge (RWD). <br /> By 15 May 2006, and prior to installing the wells, please submit a Groundwater Monitoring Well <br /> Installation Workplan. The workplan shall be prepared under the supervision of a California Registered <br /> Engineer or Geologist and shall be consistent with the attached guidance document Requirements for <br /> California Environmental Protection Agency, <br /> 0 Recycled Paper <br />
