0 <br /> 49 <br /> It <br /> 4 <br /> 1 <br /> 40 Section 1.0 <br /> INTRODUCTION <br /> 1.1- BACKGROUND AND PLAN OBJECTIVES <br /> The purpose of this Natural Resources.Protection Plan (Plan) is to comply with San Joaquin County <br /> i* Community Development requires as one of the conditions of approval for the Eagal Lake Recreation and <br /> Restoration Project. This plan will address protection of existing tree, riparian, wetland, and wildlife <br /> habitat resources on the proposed Eagal Lake Recreation and Restoration Project located near Tracy, <br /> 4 <br /> San Joaquin County, California. Project construction will result in the conversion of fallow agriculture <br /> adjacent and upland lands within the site. The environmental protection objectives of the project are two <br /> fold; development will protect existing trees and wetland and riparian habitats on the property and <br /> conservation activities on the site will restore historic riparian and wildlife habitat and associated upland <br /> communities on the project for educational opportunities. The Plan provides guidelines as part of a <br /> natural resource conservation plan to minimize potential adverse impacts to on site natural resources <br /> during project development and use. <br /> The Eagal Lake Recreation and Restoration Project is a private membership recreational ski club <br /> development with additional support features and amenities to include storage, shop, club house, <br /> restroom facilities, nature trail and educational accommodations, fishing lake, beach access to the San <br /> Joaquin River, and open space.and buffer areas to protect wildlife habitat protection. <br /> Division 15 of the San Joaquin County General Plan constitutes the Natural Resources Regulations for <br /> the county. The Natural Resources Regulations Chapter 9-1500 provides guidance for protection of <br /> trees, riparian habitats, and wetlands within San Joaquin County. San Joaquin County Community <br /> Development Department has jurisdictional responsibilities over the enforcement, interpretation, and <br /> management of these regulations. <br /> The Plan will fulfill one of several ordinances required by San Joaquin County as established in the Use <br /> Permit Application No. UP-93-14. This document addresses Ordinance Development Department subset <br /> j-"Tree Preservation,Wetland, and Riparian Habitat"of the Conditions of Approval by the San Joaquin <br /> County Community Development Department. This ordinance identifies the requirement to provide <br /> protection for existing tree, riparian habitats and wetlands on site. The plan also addresses the <br /> enhancement of existing riparian habitats as per the Ordinance Development Department subset 4(c) - <br /> "State Department of Fish and Game" of the Conditions of Approval by the San Joaquin County <br /> Community Development Department requiring the use of native plants for restoration activities. This <br /> document was developed to meet the requirements of the San Joaquin County Community Development <br /> Department for approval and issuance of required use and building permits. <br /> 1.2 PROJECT SITE AND VICINITY DESCRIPTION <br /> The project site is located approximately 4 miles east of Tracy adjacent to the San Joaquin River, San <br /> Joaquin County, California (Figure 1). The project site includes two parcels; Parcel 1 is comprised of <br /> approximately 49.2 acres of upland, riparian, and lake habitat; Parcel 2 has approximately 63.9 acres of <br /> mixed agriculture, wetlands, and riparian habitat. Development of the ski lake and related support <br /> structures will be developed on Parcel 2. The existing lake and surrounding wildlife habitat on Parcel 1 <br /> as proposed will remain relatively unchanged. The site currently has a large beach area adjacent to the <br /> San Joaquin River that will be accessed via a portion of the nature trail. Some locations on Parcel 1 will <br /> include the development of picnic areas, wildlife observation points, and enhancement of the existing <br /> nature trail. In addition, some locations on the parcel will include the restoration of riparian and wildlife <br /> habitat features. The site is located in the Central Valley of California and northeast of the Sacramento- <br /> San Joaquin Delta region. Surrounding land uses in the area include agricultural crop production, rural <br /> residential development, and some industrial development.
