MS4 Permittees have their own <br /> development standards, also known as Low Impact Development (LID)/post- <br /> construction standards that include a hydromodification component. The Phase II <br /> MS4 provides coverage for small municipalities, including non-traditional Small MS4s, <br /> which include military bases, public campuses, prisons and hospitals. <br />
