Main Street <br /> Lodi, CA 95220 <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has received <br /> numerous complaints from the public regarding the soil stockpiled at the above referenced site. <br /> The approved March 16, 1994 workplan submitted to PHS/EHD for this site states that the contaminated <br /> stockpiled soil will be covered with plastic sheeting and sprayed with water to minimize the release of volatile <br /> organic conmpounds into the atmosphere. <br /> The complaints state that the stockpile is not covered and the stockpile has never been sprayed. In addition, <br /> the release of volatile organic compounds and dust into the neighborhood atmosphere is a concern. <br /> The condition of the contaminated soil stockpile has been observed on several occasions by Environmental <br /> Health Staff. Environmental Health Staff concurs with the description of the stockpile as stated in the <br /> complaint. <br /> Due to the nature of the situation this department requires that the approved workplan be implemented to <br /> the fullest extent possible. If the stockpile continues to be a public nuisance PHS/EHD will notify the State <br /> \ Resources Control Board Cleanup Fund Program that the site is not in compliance with PHS/EHD directives <br /> wand your reimbursement for cleanup costs will be put in jeopardy. <br /> PHS/EHD recommends that the stockpile be transferred to an approved facility with 14 days of the date of <br /> this letter. ` <br /> =If•you.;.have:any-questionsplease,call Steven-Sasson,;Senior.,REHS, at (209)468-3459;-____ <br /> Donna Heran, REHS, Director <br /> Enviro mental Health Division <br /> to n Sasso , Senior EHS Dian M.
