PHS/EHD has the following comments for your consideration.
PHS/EHD requested in correspondence dated September 15, 1992 that a work plan be submitted to
continue the groundwater investigation. At that time two monitoring wells were proposed to be installed,
one northwest of the building (current downgradient) and the other southwest of monitoring well, MW5.
PHS/EHD disagreed with the location of the proposed wells. PHS/EHD indicated that the groundwater
contamination had not been defined northeast of MW4 or southeast of MW3. Significant contamination
was detected in the sample collected on October 23, 1992 from MW4 (benzene 27 ppb) and in the sample
collected from MW3 (benzene 2,800 ppb) on September 8, 1987 when the well last contained groundwater.
PHS/EHD concurs that additional monitoring wells are necessary to define the extent of groundwater
contamination. The work pian proposed the installation of two monitoring wells, one in a downgradient
direction (northwest of the building) and one to replace MW3, which is dry. Additional groundwater
investigation to determine the extent of groundwater contamination evidenced by MW4 will be necessary.
Please consider submittal of an addendum to the work plan proposing a third monitoring well to
investigate contamination northeast of MW4.
Please continue efforts to obtain an encroachment agreement with the neighboring property owner, Mr.
John Giannoni. Once an agreement is secured, PHS/EHD will issue drilling permits to proceed with the
investigation. It may be worthwhile to proceed with quarterly groundwater sampling and analysis while
awaiting an encroachment agreement.
If you have any questions, comments, or to schedule a site inspection, please contact Mary Meays, REHS,
of my staff at (209) 468-0337.
Jogi Khanna, , M.P.H.
Health Offi
urie A.
