PHS/EHD has the following continents for your
consideration.
On June 22 and 23, 1992 two monitoring wells, MW4 and MW5, were installed to further
investigate groundwater and/or soil contamination. Soil contamination was not detected
in samples which underwent analysis. However, groundwater contamination was detected
both in MW4 (19 ppb benzene, 5.1 ppb toluene, 1.2 ppb ethylbenzene, 11 ppb xylene,
and 300 ppb TPH) and in MW5 (9.6 ppb TPH). Please submit laboratory quality
assurance/quality control data sheets to verify that the reported laboratory results are
accurate.
The reported groundwater gradient direction has changed from the north - northeast to
the northwest. This change is concluded to have resulted from the discontinuance of the
operation of City of Lodi Municipal Well #1.
PHS/EHD concurs with the recommendation to install additional monitoring wells to
define the extent of groundwater contamination. Two monitoring wells were proposed to
be located northwest of the building and southwest of MW5, to define the boundaries of
contamination.
PHS/EHD does not agree that the wells proposed will adequately define the extent of
groundwater contamination. Groundwater contamination has not been defined northeast
of MW4 or southeast of MW3. While it is true that the City of Lodi Municipal Well #1
is no longer influencing the gradient, there is no indication that groundwater
contamination did not migrate beyond MW4. Furthermore, prior to MW3 having gone
dry, significant groundwater contamination was detected, 2800 ppb benzene, 230 ppb
toluene, 2500 ppb xylene, 360 ppb ethylbenzene, and 14000 ppb TPH. Additional
groundwater investigation will be necessary to adequately define the extent of
groundwater contamination. Please submit a work plan, proposing the additional
investigation, by November 16, 1992.
A Division of San Joaquin Counry Health :are Servicra
