The
-results of the sample analysis were unacceptable to the San Joaquin
County Environmental Health Department, because of the high
detection limits that were used by yoiur firm. Consequently, new
samples had to be taken using proper detection limits.
Mr. Doug Wilson, supervisor of the Undetgrcund StOXage Tank Program
in San Joaquin County, stated that he instructed you on the proper
permitting and sampling protocol of the county. He also stated his
concern for your lack of cooperation a d disregard for the permit
and sampling criteria. He claimed to have directed you to obtain
a permit from Eleanor Ratliff, schedule the drilling date with the
county, and call for an inspector to view the sampling process. He
went on to say that you disregarded his recommendations entirely
and proceeded on your own authority to drill and obtain samples
at the facility. Consequently, all oI the drilling, sampling,
results, and all reports are, for all practical purposes,
worthless.
The matter at hand has escalated to a state of urgency. Matheson
Trucking is demanding that the sight be signed off by the county,
because of the property is beingsold. Unfortunately, the
mismanagement of Roger Foott Associates and your personal
reluctance to adhere to San Joaquin County' s sampling criteria, the
site is technically in the same stage of closure it was in when the
underground tanks were removed in Junes of 1990 .
P.O.
