Box 806 Protection <br /> Sacramento, CA 3 Park Plaza, Seventeenth Floor <br /> 95812-0806 Irvine, California 92614-8540 <br /> RE: DENIAL OF "NO FURTHER ACTION"REQUEST FOR THE PCE <br /> CONTAMINATION FOUND IN SOILS BENEATH NORGE DRY <br /> CLEANERS AND DELUXE DRY CLEANERS LOCATED AT 610 W. <br /> LODI AVENUE,LODI, CALIFORNIA <br /> Dear Mr. Bois: <br /> The Department of Toxic Substances Control (DTSC)received the <br /> February 6, 1997 Environmental Investigation report (Report)prepared by <br /> Montgomery Watson for the soil gas sampling conducted at the property located <br /> at 610 W. Lodi Avenue, Lodi, California(Site). The soil gas sampling was <br /> conducted to determine if the former Norge Dry Cleaners and Deluxe Dry <br /> Cleaners located at the Site had contributed to the soil and/or groundwater <br /> contamination found in soil and groundwater beneath the City of Lodi (city). The <br /> Report specifies the results of the soil gas sampling and clarifications regarding <br /> location of the building that housed the former Norge Dry Cleaners and Deluxe <br /> Dry Cleaners. Background information to clarify the locations of the two former <br /> dry cleaners was compiled by a separate consulting firm, Pinyon Environmental <br /> Engineering Resources, Incorporated (Pinyon), and is contained in Appendices B <br /> and C of the Report. Additionally, DTSC received your February 7, 1997 request <br /> for"no further action"for the two former dry cleaners located at the Site, based <br /> on the result of the Report. <br /> DTSC concurs with the findings made by Pinyon regarding location of the <br /> building (Building)that housed the two former dry cleaners at the Site. However, <br /> DTSC does not concur with Pinyon's conclusion that soil vapor samples had been <br /> collected at appropriate locations by Montgomery Watson. Furthermore, DTSC <br /> does not concur with the conclusions made by Montgomery Watson that "PCE <br /> has not been released from either historic dry cleaning operations or sanitary <br /> sewers or sewer laterals that serviced the building that house these operations" <br /> and that"The soils at the site are neither a past,present or future source of <br /> groundwater contamination."
