Kennedy,,Jenks Consultants <br /> PRfWLEGED & CONFIDENTIAL <br /> 1.0 INTRODUCTION <br /> On behalf of the City of Lodi (City), Kennedy/Jenks Consultants (Kennedy/Jenks) <br /> conducted a limited soil gas survey at the Beckman Building property, located at 212 W. <br /> Pine Street in Lodi, California (Site) (Figure 1). The purpose of the soil gas survey was to <br /> evaluate if the Site is a source of perch Ioroethylene (PCE) to soils in the vicinity of and <br /> immediately underlying the Beckman Building. <br /> This Soil Gas Survey Report (Report) presents the results of the soil gas survey and a brief <br /> discussion addressing the presence of PCE'in the soils in the vicinity of the Site. This <br /> Report additionally presents maps depicting soil gas sampling locations and interpretative <br /> PCE isoconcentration contour lines at two depths based on soil gas analytical data. <br /> 1.1 Background Information . <br /> The Beckman Building is located within the area of downtown Lodi identified by regulatory <br /> agencies as the Lodi Groundwater Site. The soils and groundwater within the Lodi <br /> Groundwater Site have been impacted by volatile organic compounds (VOCs) such as <br /> PCE, trichloroethylene (T CE) and related compounds The location of the Beckman <br /> Building is in close proximity to one of the source areas of PCE within the Lodi <br /> Groundwater Site. <br /> Limited subsurrace investigations have been conducted in the vicinity of the Beckman <br /> Building by various parties. The Department of Toxic Substances Control (DTSC) detected <br /> the presence of PCE in soil gas on the property just south of the Beckman Building, in <br /> sewer samples collected from the sewer main in the alley behind the Beckman Building <br /> and in a groundwater reconnaissance sample collected in the area. PCE was also <br /> detected in soil samples collected by the City of Lodi from the Beckman Building property. <br /> According to local oral history (Mr. Jack Alquist, 27 November 1995) of the area, previous <br /> occupants of the Beckman Building may have used PCE as part of their operations. <br /> The City of Lodi is currently leasing the Beckman Building to house some of its <br /> administration operations and is considering purchasing the building. Because of the <br /> possibility that previous operations within the Beckman Building may have contributed to <br /> the presence of PCE in soils (and groundwater) within the Lodi Groundwater Site, the City <br /> of Lodi wanted to gather information on the possible presence of PCE within soils of the <br /> Heckman Building property to assess the potential that the Beckman Building property is a <br /> source of PCE or other VOCs in the area. <br /> As a first step in assessing the possibility of the Beckman Building site as a potential <br /> source of PCE in the area, Kleinfelder, on behalf of the City of Lodi Public Works <br /> Department, collected soil samples from approximately 5 feet below ground surface (bgs) <br /> by hand augering. The soil samples were submitted by Kleinfelder for laboratory analysis <br /> for PCE. PCE was detected in soils collected from each sampling location.
