Kennedy/Jenks Consultants <br /> 1.0 INTRODUCTION <br /> On behalf of the City of Lodi, Kennedy/Jenks Consultants (Kennedy/Jenks) prepared this <br /> Soil Gas Survey Workplan (Workplan) to present the scope of work to be performed to <br /> conduct a limited soil gas survey at the Beckman Building property, located at 212 W. Pine <br /> Street in Lodi, California (Site). The objective of the soil gas survey is to gather data on the <br /> possible presence of perch loroethylene (PCE) within soils in the vicinity of and immediately <br /> underlying the Beckman Building. <br /> 1.1 Background Information <br /> The Beckman Building is located within the area of downtown Lodi identified as the Lodi <br /> Groundwater Site. The soils and groundwater within the Lodi Groundwater Site have been <br /> impacted by volatile organic compounds (VOCs) such as PCE, trichloroethylene (TCE) and <br /> related compounds The location of the Beckman Building is in close proximity to one of <br /> the source areas of PCE within the Lodi Groundwater Site. Limited subsurface <br /> investigations have been conducted in the vicinity of the Beckman Building by various <br /> parties. The Department of Toxic Substances Control (DTSC) detected the presence of <br /> PCE in soil gas on the property just south of the Beckman Building, in sewer samples <br /> collected from the sewer lateral in the alley behind the Beckman Building and in a <br /> groundwater reconnaissance sample collected in the area. PCE was also detected in soil <br /> samples collected by the City of Lodi from the Beckman Building property. According to <br /> oral history of the area, previous occupants of the Beckman Building may have used PCE <br /> as part of their operations, thereby potentially contributing to the presence of PCE in soil <br /> (and groundwater) in this area. <br /> The City of Lodi is currently leasing the Beckman Building to house some of its <br /> administration operations and is considering purchasing the building. Because of the <br /> possibility that previous operations within the Beckman Building may have contributed to <br /> the presence of PCE in soils (and groundwater) within the Lodi Groundwater Site, the City <br /> of Lodi wishes to gather information on the lateral and vertical distribution of PCE within <br /> soils of the Beckman Building property to assess the possibility that the Beckman Building <br /> property is a source of PCE or other volatile organic compounds in the area. <br /> 2.0 SCOPE OF WORK <br /> To assist the City of Lodi with gathering this information, Kennedy/Jenks prepared the <br /> following scope of work for a soil gas survey to rapidly gather data on the presence of PCE <br /> within soils at the Beckman Building. The proposed scope of work to be conducted is <br /> defined as three separate tasks: 1)Pre-field activities, 2) Soil gas survey (field work) and 3) <br /> Reporting.
