As stated in <br /> Stantec's August 7, 2008 Remedial Investigation (RI) Work Plan, this work plan for well abandonment is <br /> being submitted based on preliminary field investigations of the wells and is being submitted to the <br /> Department of Toxic Substances Control (DTSC)for review and approval. The abandonment of the wells <br /> is considered a separate activity from the remedial investigation activities currently ongoing at the Site. <br /> This work plan includes a Site background and description, details of the wells, and details the tasks for <br /> the proposed scope of work. <br /> BACKGROUND <br /> The Site was formerly a crude oil manufactured gas plant (MGP) constructed in 1913 by the Sacramento <br /> Natural Gas Company. In 1926, PG&E took over the operation of the gas plant and possession of the <br /> property, consisting of Parcels A and B. In 1928, PG&E completed the construction of a high pressure <br /> gas pipeline into Lodi, and on June 22, 1928, the gas plant was shut down. The generator and boiler <br /> buildings were demolished in 1931 and the gas storage holders were removed in 1934 and 1956. In <br /> 1958, PG&E sold Parcel A to the City of Lodi and Parcel B to the Central California Traction Company. <br /> Parcel A is a 25-foot wide strip along the west side of the property which was later used by the City of <br /> Lodi for street widening and improvement. Parcel B was used primarily for storage. In the 1970s, Parcel <br /> B was used for warehousing by the California Fruit Exchange. The Central California Traction Company <br /> sold the Site to the Reynolds Packing Company in 1988, to only buy it back again in 1992. In 2006, <br /> PG&E purchased Parcel B from the Central California Traction Company for the purpose of investigation <br /> and remediation. <br /> SITE DESCRIPTION <br /> The former Lodi MGP site is approximately 0.73 acre of predominantly flat, unpaved, vacant land that is <br /> fenced along its perimeter of Parcel B. The only recent structure at the Site was the former MGP General <br /> Shop and Store Room (Meter House), located in the northwest corner of the Site, that was demolished in <br /> May 2008. Site features associated with the former MGP operations are shown in Figure 2 including <br /> locations of the former garage, gas storage holders, generator and boiler building, purifiers, sump, oil <br />
