Soil Sampling Workplan <br /> Former Manufactured Gas Plant—Lodi,California <br /> 2.0 BACKGROUND <br /> The following sections briefly describe current Site conditions, the Site history, site-specific geology <br /> and hydrogeologic conditions, and the known nature and extent of impacts encountered on-site <br /> during previous investigations, as reported in the RI Completion Report (Stantec, 2010a), Revised <br /> Remedial Refinement Investigation Report (Stantec, 2011a), and Draft Final RAW (Stantec, 2011b). <br /> More detailed information related to the Site history, results of previous investigations, and Site <br /> conditions are presented in the Draft Final RAW(Stantec,2011b). <br /> 2.1 SITE LOCATION AND DESCRIPTION <br /> The Site is located at 712 South Sacramento Street in an industrial area of the City of Lodi, <br /> California, San Joaquin County. The Site and vicinity are zoned for heavy industrial uses, and the <br /> Site is currently classified by the City of Lodi as a developed vacant industrial land. The Site is <br /> bordered by Jorge's Auto Body to the north, South Sacramento Street to the west, Union Pacific <br /> Railroad to the east,and a vacant lot to the south owned by Lodi Iron Works (Figure 2). The closest <br /> residences are situated west of the Site across Sacramento Street. The Site is secured with a <br /> perimeter chain-link fence,and access to the Site is via a gate at Sacramento Street. The Site is listed <br /> by San Joaquin County with assessor parcel number(API) 045-036-600. <br /> The Site (an approximate 0.73 acre lot) is situated at 47 feet above mean sea level and is generally <br /> flat with a regional west to southwest topographic gradient. The Site is currently vacant and <br /> unoccupied. The only physical features present at the Site include several concrete pads associated <br /> with former Site features (Figure 2). The majority of the Site surface consists of dirt, and a small <br /> portion of the Site near the gated entrance consists of degraded asphalt. The concrete footing <br /> associated with the former general shop and store room building is visible in the northwest corner <br /> of the Site and the top of the concrete foundation associated with former gas holder#3 is present in <br /> the southwest section of the Site between the surface and 0.5 feet below grade. Concrete footings <br /> associated with the former gas holder#1 and the former automobile garage located in the northeast <br /> corner of the Site, are still present. Miscellaneous trees, shrubs, and vegetation are located along <br /> various sections of the Site perimeter. <br /> 2.2 SITE HISTORY <br /> An MGP operated at the Site from 1913 until 1928 when it was decommissioned due to the <br /> availability of natural gas in the area. The MGP occupied the Site, referred to as Parcel B, and an <br /> approximate 25-foot wide section of South Sacramento Street located along the Site's west property <br /> limit, referred to as Parcel A (Figure 3). The general MGP process included the production of gas <br /> from crude oil in generators and retorts, scrubbing in purifiers, and temporary storage of gas in gas <br /> holders. MGP facilities that were present at the Site included: two gas holders along the west <br /> property limit at South Sacramento Street; general shop and store room building (meter house) in <br /> the northwest corner of the Site;lampblack separators located in the southeast quadrant of the Site; <br /> a generator and boiler building and sump in the central portion of the Site; and, three purifiers, a <br /> third gas holder, a water tank with two water supply wells, an auto garage building, and two former <br /> TERRA PACIFIC GROUP Page 6 October 19, 2012 <br />
