Soil Sampling Workplan <br /> Former Manufactured Gas Plant—Lodi,California <br /> 4.0 FIELD PROCEDURES <br /> Field procedures presented in this section will be followed during the implementation of the <br /> investigation described in Section 3.0. This section includes methods for conducting utility <br /> clearance,drilling and associated soil sampling. <br /> 4.1 PERSONNEL AND PROCEDURES <br /> All environmental work described in this Workplan will be performed by qualified and experienced <br /> field staff working under the supervision of a California Professional Geologist or Civil Engineer. <br /> Supervised field activities will include the following. collecting soil samples, coordinating delivery of <br /> the samples to certified analytical laboratories,and overseeing all phases of work including managing <br /> subcontractors, developing soil boring logs and other sampling forms, analyzing data, and preparing <br /> the memorandum. All field procedures will follow applicable City of Lodi,San Joaquin County,and <br /> State of California guidelines at the time the work is performed. <br /> 4.2 PERMITTING AND ACCESS <br /> San Joaquin County requires that a drill permit be obtained for the completion of soil borings and <br /> the City of Lodi will require the work in the street to be conducted under an existing encroachment <br /> permit. An access agreement has been executed between PG&E and Lodi Iron Works to the south <br /> of the Site and Jorge's Auto Body to the north of the Site. Additionally, as required by the DTSC, <br /> notification will be made five business days in advance of planned drilling and sampling activities. <br /> 4.3 HEALTH AND SAFETY PLAN <br /> A Health and Safety Plan (HASP) will be prepared in conformance with the U.S. Occupational <br /> Safety and Health Administration (OSHA) and California Division of Occupational Safety and <br /> Health (Cal/OSHA) guidelines set forth in "Hazardous Waste Operations and Emergency <br /> Response" (29 CFR 1910.120 and Title 8, California Code of Regulations, Section 5192). The <br /> HASP will provide information regarding anticipated Site health and safety matters, and will <br /> establish policies and procedures adequate to protect Site workers from predicted Site hazards. The <br /> HASP will include specific information with regard to chemicals of potential concern at the Site and <br /> the hazards associated with the fieldwork. The information will include action levels, responses to <br /> injuries that may be caused by exposure to potential Site contaminants, directions to the nearest <br /> hospital,a list of emergency phone numbers,and material safety data sheets. <br /> The HASP will be reviewed and signed by all personnel and subcontractors performing work on the <br /> Site. A copy will be present on-site at all times and kept in an easily accessed location. <br /> 4.4 UTILITY CLEARANCE <br /> Utility clearance will be obtained prior to commencing intrusive investigation activities. Once the <br /> proposed sampling locations have been marked, Underground Service Alert will be notified at least <br /> 48 hours prior to the start of work activities.
