1 / <br /> Pre-Design Investigation Workplan <br /> Former Manufactured Gas Plant—Lodi, California <br /> 1.0 INTRODUCTION <br /> This Pre-Design Investigation Workplan (Workplan) was prepared by Terra Pacific Group (TPG) <br /> on behalf of Pacific Gas and Electric Company (PG&E) for the former Lodi manufactured gas plant <br /> (MGP) site (Site), located at 712 South Sacramento Street in Lodi, California (Figure 1). The Site <br /> consists of an approximately 0.73-acre parcel that historically contained former MGP infrastructure <br /> (Figure 2). The Site is currently vacant and unoccupied. This Workplan has been prepared pursuant <br /> to the Voluntary Cleanup Agreement (VCA) (Docket No. HSA-VCA 06/07-130) executed between <br /> PG&E and the California Environmental Protection Agency (Cal/EPA) Department of Toxic <br /> Substances Control (DTSC) in October of 2007. <br /> The primary purpose of the pre-design investigation activities outlined in this Workplan is to obtain <br /> additional soil data (chemical and geotechnical) to facilitate the design, planning and permitting of <br /> the final Site remedy. The nature and extent of impacts to soil, soil gas, and groundwater at the <br /> Site were characterized during the remedial investigation (RI), as presented in the DTSC-approved <br /> RI Completion Report (Stantec, 2010a) and the Revised Remedial Refinement Investigation Report <br /> (Stantec, 2011a). Based on the known characterization of impacts at the Site, a remediation plan for <br /> the Site was presented in the Draft Final Human Health Risk Assessment/Feasibility <br /> Study/Removal Action Workplan (Draft RAW) (Stantec, 2011b). The proposed pre-design <br /> activities will be conducted in general accordance with procedures presented in this Workplan. <br /> TERRA PACIFIC GROUP Page 1 April 4, 2012 <br />
