Pre-Design Investigation Workplan <br /> Former Manufactured Gas Plant—Lodi, California <br /> 2.5.2 Surface Soil Sampling (2006) <br /> In February 2006, nine surface soil samples (SS-1 through SS-9) were collected by ENV America <br /> and analyzed for one or more of the following analytical tests: gasoline-range petroleum <br /> hydrocarbons (TPHg); benzene, toluene, ethylbenzene and xylenes (BTEX); diesel-range petroleum <br /> hydrocarbons (TPHd); motor oil-range petroleum hydrocarbons (TPHmo); California Title 22 <br /> (CAM 17) Metals; volatile organic compounds (VOCs); semi-VOCs (SVOCs [including PAHs]); <br /> polychlorinated biphenyls (PCBs); organochlorides, herbicides; and cyanide. The 2006 surface soil <br /> sample results are included in Appendix A and summarized as follows: <br /> • Detected carcinogenic PAH (CPAH) concentrations expressed as the <br /> Benzo(a)pyrene (B[a]P) equivalent concentration ranged from 0.2888 mg/kg to <br /> 170.07 mg/kg,with elevated concentrations occurring in the northeast corner of the <br /> Site in the footprint and vicinity of the former automobile garage, the southeast <br /> quadrant of the Ste in the vicinity of the former lampblack separator, the southwest <br /> quadrant of the Site in the vicinity of the former gas holder #3, and along the west <br /> property limit between the two former gas holders. <br /> • Several metal compounds were detected in all nine surface soil samples. Lead was <br /> detected at the highest concentrations out of all metals compounds analyzed. Lead <br /> concentrations ranged from 3.2 to 24,800 mg/kg with all but two samples exhibiting <br /> lead concentrations greater than 80 mg/kg. <br /> • TPHd and TPHmo were detected in all nine surface soil samples at concentrations <br /> ranging from 16 to 4,900 mg/kg and 19 to 7,700 mg/kg, respectively, with the <br /> highest concentrations occurring in the northeast corner of the Site in the footprint <br /> of the former automobile garage and in the southern section of the Site in the <br /> vicinity of the former lampblack separators and former gas holder #3. TPHg was <br /> not detected in any of the samples above the laboratory reporting limit. <br /> • BTEX compounds, other VOCs, PCBs, organochlorides, and herbicides were not <br /> detected above the laboratory reporting limits in the nine surface soil samples. <br /> 2.5.3 Cultural Resources Survey (2007) <br /> In September 2007, Garcia and Associates (GANDA) conducted a cultural resources survey at the <br /> Site to evaluate if the general shop and store room building (meter house) was historically <br /> significant. The report concluded that the building was not historically significant as assessed under <br /> the California Environmental Quality Act (CEQA) guidelines. The results of the survey are <br /> presented in the report entitled Historical Resources Evaluation Report for the Pacific Gas and Electric <br /> Company Lodi Former Manufactured Gas Plant General Shop and Store Room/Meter House Building,prepared <br /> by Garcia and Associated, dated September 2007.
