Box 2190 <br /> San Francisco, CA 94126-2190 <br /> FOURTH QUARTER 2005 AND FIRST QUARTER 2006 GROUNDWATER MONITORING <br /> REPORT AND REMEDIATION STATUS REPORT, FORMER BUSY BEE CLEANERS, 40 <br /> NORTH MAIN STREET, LODi, SAN JOAQUIN COUNTY <br /> Staff of the California Regional Water Quality Control Board, Central Valley Region (Regional <br /> Water Board) has reviewed the Fourth Quarter 2005 and First Quarter 2006 Groundwater <br /> Monitoring Report and Remediation Status Report for the Former Busy Bee Cleaners (the <br /> Site), 40 North Main Street. Lodi, San Joaquin County. The document is dated June 20, 2006. <br /> However, the Regional Water Board did not receive it until July 10, 2006. Your environmental <br /> consultant, E2C Remediation, Inc., of Bakersfield prepared the plan on your behalf. <br /> Former dry cleaning operations at the Site have resulted in the presence of tetrachloroethene <br /> (PCE) in soil and groundwater. The purpose of this document is to report the findings of the <br /> groundwater monitoring and sampling activities that were conducted in December 2005 and <br /> March 2006 to evaluate the current concentrations of for PCE in groundwater. In addition, a <br /> remediation status report is included to provide a brief update on the pilot testing of the <br /> remediation system conducted by E2C in March and April 2006. It is stated in this document <br /> that a comprehensive submittal is forthcoming with the Pilot Test Report of Findings (ROF) <br /> and the Final Remedial Action Plan (FRAP). <br /> Staff concurs with the data analysis presented in Section 4.0, Conclusions. In Section 5.0, <br /> Recommendations are presented. Staff concurs with three of the four recommendations. <br /> However, staff does not concur with the third recommendation, which is to switch to annual <br /> monitoring of the deep zone aquifer wells DW-1 BB through DW-3BB. Staff finds that semi- <br /> annual sampling from now until the end of the first year of remediation would be an acceptable <br /> reduction in deep zone sampling frequency. After the first year of remediation is complete, <br /> staff will reevaluate the frequency of monitoring for the deep zone wells. <br /> Staff looks forward to receiving the R01's and the FRAP. Please provide a schedule by <br /> August 31 , 2006 for when these documents will be submitted for regulatory review.
