One permit application is for eleven (11) borings located
offsite in City of Lodi right-of-way and the other application is for four (4) onsite borings. The
Regional Water Quality Control Board (RWQCB) approved the Workplan for this
investigation by letter dated September 18, 2002 and copies of the approved Workplan and
the RWQCB approval letter are provided as attachments to this letter.
The proposed work, as described in the attached Workplan, consists of the advancement of
a total of fifteen (15) borings. Eleven (11) of the borings are located offsite in City of Lodi
right-of-way in the alley bounded by Elm Street to the north, Stockton Street to the east,
West Pine Street to the south, and North Main Street to the west (see Workplan Figure 2).
The four (4) proposed onsite borings are located on private property between the alley and
Main Street to the west. An additional tentative offsite location is proposed in the sidewalk
on the south side of Elm Street and will be advanced depending on the findings of onsite
borings. An encroachment permit application has been submitted to Ms. Jeannie
Matsumoto - Department of Public Works, City of Lodi for access to the city right-of-way
locations.
The drilling contractor will be Vironex, Inc. — San Leandro, California (C57 License No.
705927) and their Licensed Contractors Declaration (LCD) is enclosed. Underground
Service Alert (U.S.A.) will be contacted to field locate utilities prior to commencing the field
investigation. The borings will be advanced using hydraulically driven direct-push
equipment. The diameter of the borings will be two (2) inches with a maximum depth of 50
feet below the surface. The borings will be backfilled to the ground surface using neat
cement with approximately 5 percent bentonite powder. The cement will be pumped
through the drill rods to ensure even distribution throughout the entire depth of each boring.
The fieldwork is scheduled to begin on October 15, 2002 and is planned for completion on
October 18, 2002. Attached is Check #11313 for $356.00 to cover the $89.00 application
fee and three (3) hours of processing and inspection labor time at $89.00 per hour.
E2C REMEDIATION,LLC
ENVIRONMENTAL/ ENGINEERING CONSULTANTS
S i n , , 1 9 0
5300 Woodmere Drive„Suite 105, Bal crsfield,CA 93313 Tel:661.831.6906 Fax:661.831.6234 Toll Free:800.339.4952
Corporate Office:382 Martin Avenue,Santa Clara,CA 95050 Tel:408.327.5700 Fax:408.327.5707 Finail:E2C.Remediation.LLCG)sbcglobaLIle t
