I want to highlight some <br /> of the public safety hazards that were observed during the field work and request the <br /> City's assistance to ensure protection of public health and safety during any upcoming <br /> fieldwork associated with the Lodi Groundwater project (Project). <br /> Fieldwork involving hazardous materials requires remediation workers to be adequately <br /> trained and protected by implementing site specific health and safety plans, pursuant to <br /> the California Occupational Safety and Health Act (CAL OSHA) requirements. <br /> However, members of the public are not specifically covered by project health and <br /> safety plans and are typically not trained in the hazards of remediation work, nor <br /> protected by personnel protective equipment such as hard hats, earplugs, or steel-toed <br /> shoes. <br /> Drilling methods, such as the hallow stem auger and air rotary casing hammer used for <br /> installing this system, are inherently dangerous in terms of physical hazards, and <br /> posses the potential for exposures to contaminated materials and vapors. Because <br /> these activities are done in public areas directly adjacent to operating businesses and <br /> contiguous to active public right of ways, there is a significant potential danger to <br /> members of the public. During this most recent field work event, I observed GLA <br /> contractors drilling extraction/monitoring wells in the parking lot adjacent to Guild <br /> Cleaners, within a few feet of the sidewalk on Church Street.
