1 <br /> September 17, 2003 <br /> Regional Water Quality Control Board <br /> 3443 Routier Road, Suite A <br /> Sacramento, California 95827-3098 <br /> Attention: Mr. Duncan Austin <br /> Subject: Phase 3 Groundwater Characterization Workplan <br /> Former Busy Bee Cleaners <br /> 40 North Main Street <br /> Lodi, California <br /> Dear Mr. Austin: <br /> Introduction <br /> E2C Remediation (E2C) presents this Phase 3 Groundwater Characterization Workplan for <br /> the former Busy Bee Cleaners, 40 North Main Street, Lodi, California (Site) (Figure 1). The <br /> objectives of the proposed scope of work are to define the lateral extent of shallow <br /> groundwater tetrachloroethene (PCE) contamination and to continue characterization of <br /> deep groundwater conditions in the Busy Bee vicinity. The information gained from this <br /> study will be used for continued development of the draft Remedial Investigation Feasibility <br /> Study (RIFS) Workplan for the project. <br /> In summary, eleven (11) shallow groundwater monitoring wells (MW-7BB to MW-17BB), <br /> three (3) deep groundwater monitoring wells (DW-1 BB to DW-3BB), and one (1) aquifer test <br /> well (EX-1 BB) are proposed as shown in Figure 2. Further assessment of the lateral extent <br /> of high PCE concentration shallow groundwater along East Pine Street is proposed along <br /> with further lateral definition in the vicinity of existing well MW-5BB in East Oak Street. <br /> Historical grab groundwater sample and monitoring well groundwater sample PCE <br /> concentration data are depicted in Figures 3 and 4, respectively. <br /> The proposed work will be performed in accordance with the health and safety guidelines <br /> provided in E2C's Site Safety Plan dated September 18, 2002 that was submitted as part of <br /> the Phase 1 Site Characterization Workplan. This Site Safety Plan has been approved by <br /> the Regional Water Quality Control Board (RWQCB). <br /> Phase 3 Groundwater Characterization Workplan <br /> Shallow Groundwater Characterization <br /> A total of eleven (11) shallow groundwater monitoring wells are proposed for further <br /> groundwater characterization. Installation of seven (7) shallow groundwater monitoring <br /> wells is proposed at the perimeter of the groundwater PCE plume to define the lateral extent <br /> of shallow groundwater contamination.
