POTENTIAL CONSTRAINTS Sensitive Plant Species Each of the three sensitive plant species identified as potentially occurring on the project site are known to grow in low, seasonally wet areas and/or vernal pools. Based on the current site plan, areas in the southern portion of the site host potential habitat for these species. Surveys for each of these species are recommended during their blooming periods. If they are found to occur on the property, expansion as proposed will impact them. CDFG policy on state protected species is no net loss of habitat. Documentation of appropriately timed sensitive plant surveys may be required by CDFG. Sensitive Wildlife Species The project as proposed would likely not result in any significant impacts to resident or migratory wildlife species, or to any state or federally listed threatened or endangered wildlife species. Because of the lack of information concerning presence or absence of nesting raptors and/or California tiger salamander on the project site, it is unknown at this time whether the project would result in any significant impacts to other sensitive species. Expansion of the proposed project would result in the temporary loss of approximately 280 acres of grassland habitats for most wildlife species. Wildlife species which are adapted to disturbed environments, such as some songbirds and ground squirrels, would likely continue to use the project site while larger animals such as Columbian black-tailed deer and most raptors would be discouraged from continued use of those same habitats. Freshwater systems The project as proposed would likely not result in any significant adverse impacts to the main stream channel on the project site. The project as proposed would avoid most direct disturbance to the channel but would require minor fill and culvert placement for road construction. The project as proposed would result in direct disturbance and substantial alteration to seasonal swales on the southern project site. The project applicant proposes as a mitigating condition that the vernal pool habitats in the southeastern portion of the site shall not be disturbed by the quarrying operations. A US Army Corps of Engineers preliminary jurisdictional determination has not been completed for the project site and it is unknown to what extent, if any, the Corps would exert their jurisdiction, and to what degree the project as proposed would impact those areas. Construction could directly affect the surface flow of water through the drainage swales. During and immediately following excavation, accellerated soil erosion could potentially impact downstream water quality. CONDOR
