INTRODUCTION <br /> Inspiration Resources' E1 Rancho Quarry is a 225 tons per hour <br /> aggregate processing plant. The facility is located in San Joaquin <br /> County off Waverly Road. E1 Rancho is presently permitted to <br /> operate at a capacity of 5000 tons/day of process material. The <br /> maximum allowable haulage off site is 42 trucks per day peak, 21 <br /> trucks per day average. <br /> Inspiration Resources intends to continue mining in areas already <br /> permitted and to also expand to the remainder of their leaseholding <br /> south of the current operation. The plant capacity will also be <br /> increased to 350 tons per hour, 25,200 tons per week, with a <br /> maximum anticipated haulage of 100 trucks per day peak, 80 trucks <br /> per day average. <br /> The purpose of this study is to determine the noise impacts <br /> associated with the mining of the southerly property and with the <br /> increasing truck traffic to a maximum of 100 per day. In order to <br /> avoid underpredicting impacts maximum operating conditions <br /> (trucks/day) have been assumed although actual will likely be less. <br /> METHODOLOGY <br /> Noise Sources <br /> Three distinct operations produce noise from the El Rancho Quarry <br /> operations. Primary is processing of the aggregate at the plant, <br /> including initial charging of the circuit using a front-end loader. <br /> The second noise source is the hauling of product off site by the <br /> use of highway legal trucks. The third source is the mining and <br /> stockpiling of ore. <br /> The three sources listed operate independently of one another. <br /> Under most conditions the sources are far enough from one another <br /> that one source does not add significantly to the impact of the <br /> other source. This is true due to the logarithmic nature of noise <br /> as measured on the dB scale. If one source is ten decibels louder <br /> than an adjacent source the measure or projected levels can safely <br /> be assumed to be the effect of only the louder source. <br /> Noise Emission Data <br /> Noise Emission Data(NED) for Source one, the plant, was derived by <br /> actual field measurements of the source operating at normal <br /> conditions and rates. A Bruel and Kjaer (B&K) model 2231 <br /> Integrating Sound Level Meter (SLM) equipped with an option octave <br /> band filter set was utilized. <br /> 1 <br /> CONDOR <br />
