v 1%0 VO <br /> MEMORANDUM _ 4 _ <br /> City of Tracy <br /> When you consider the number of equipment failures that affected the secondary pro- <br /> cess during the months of August thru September you wonder how the effluent even <br /> approached compliance with the constituent limitations. <br /> Modifications to the secondary sludge removal system and operation of the dry <br /> polymer feeder could probably have been the difference between compliance and non- <br /> compliance of BOD, Suspended Solids, and Settleable Solids, with the exception of <br /> the short period when filamentous growths invaded the activated sludge. <br /> The chlorine residual and total coliform violations might have been avoided if the <br /> chlorination and sulfanation equipment was reliable. <br /> Inadequate sludge and scum removal from the secondary clarifiers, by the very nature <br /> of the bio-masa, will exert a BOD and cause an increase in suspended solids by gasifi- <br /> cation which will beireflected in the effluent. <br /> The traveling bridges on the final clarifiers stop approximately 8 feet from the in- <br /> let where mixed liquor flows into the tank. Consequently a scum mat floats on the <br /> surface where the skimmers can't reach, most likely a dead spot on the floor of the <br /> tank also exists. Mr. Baker and his crew have installed a two inch (dia.) perforated <br /> plastic pipe down into one of the tanks, hooked up an air supply to it, created a <br /> slight turbulence, and eliminated the dead spot areas. <br /> With added sludge digestion capacity, use of the emergency storage ponds during <br /> periods of upset conditions, repair or replacement of unreliable equipment, and <br /> continued surveilance of industrial waste dishargers, the limits established by <br /> Board Order No. 77-182 could be met continously. <br /> Mr. Baker and the operation and maintenance personnel at this plant should be com- <br /> mended for their diligence and dedication in the performance of duties at this very <br /> difficult to operate and maintain sewage treatment facility. <br /> n/ ,4 <br /> FRANK MCDERMOTT, Staff Engineer <br /> FOM/ap 2/6/79 <br />
