Wright
Erlviro mental
Services, Inc.
2395 East Pescadero.Avenue
Tracy,CA 95304
January 14, 2009
Project No. 4889
City of Tracy
3900 Holly Drive
Tracy, California 95376
Attn.: Mr. Paul.Verma
Re: Limited Phase I Investigation
Additional Soil and Groundwater Site Assessment
City of Tracy Wastewater Treatment Plant,3900 Holly Drive, Tracy, CA
PHS EHD Site Code#2330
Dear Mr. Verma,
Wright Environmental Services, Inc. (Wright)has prepared this report on behalf of City of Tracy
(property owner) for the above referenced site. This work is in response to letter dated October
17, 2007 from the San Joaquin County .Environmental Health Division(SJC/EHD) for additional
site assessment. The purpose of the work is toaddress contaminants from a former underground
diesel fuel storage tank on.the site and to further define the vertical and horizontal extent of the
Diesel. fuel. dissolved plume initially mapped in 2003. Five additional borings were placed on-
site to further define the dissolved contaminant plume as discussed in WES workplan dated
December 10, 2007.
1.0 Background
One underground storage tank containing diesel. fuel for a backup generator at the Wastewater
Treatment Plant (WWTP) was removed from the site in January 1998 under SJC/EHD permits.
Soil and groundwater samples collected as a part of the tank removal revealed Total Petroleum
Hydrocarbons as Diesel (TPHD) in soil at 1.1. milligrams per kilogram (mg/kg) and 580
milligrams per liter (mg/1) in groundwater. On the basis of this data, SJC/.EHD requested
additional site investigation. The former tank pit is located within the WWTP operation between
several large ponds to the North and recently constructed treatment structures to the South that
have altered the area.
