June 19, 2019
IIII SIEGFRIED
VIETNAMESE CATHOLIC CHURCH: BASIS OF DESIGN REPORT
A. SITE CIVIL INFRASTRUCTURE
The following is a general summary of existing and expected onsite wet utility infrastructure
improvements required for the development of the proposed project. We understand the project
generally consists of new buildings and parking facilities on approximately 4.2 acres located at the
northeast corner of the State Highway 99 Frontage Road and Foppiano Lane in Stockton, CA.
Flood Zone:
The proposed project is located within a FEMA FIRM Shaded X flood zone which indicates a flood
depth less than one foot in flood depth for a 100year event. The site also falls within the CVFED
(State) 200 Year Flood Plain with inundation depths ranging from 1 to 3 feet and isolated areas with
200-year flood depths greater than 3 feet. Building floors with inundation depths greater than 3 feet
require the building finished floors be raised above the flood depths. This issue warrants further
investigation and evaluation of potential solutions outside the scope of this report.
Storm Drain System:
All stormwater runoff generated from the project will be drained using an onsite collection system
and routed to an onsite retention pond in accordance with San Joaquin County Standards. Pond
sizes range depending on the shape of the pond. Preliminarily, the fenced in areas (including 10 foot
perimeter service roads) may include one of the following;
130 ft. x 130 ft.
150 ft. x 115 ft.
180 ft. x 100 ft.
These sizes are based on a 13 foot deep pond (12 foot water depth). This depth may be limited by
the proximity of the sanitary sewer disposal system and could affect the pond size.
5. Sanitary Sewer:
Offsite sanitary sewer services are not available at this site. The project can be served using an
onsite disposal system consisting of leach lines and leach pits in accordance with San Joaquin County
Standards and substantiated by soils nitrate and percolation testing. Based on the Soil Study
provided by Terracon, this site will require seepage pits or an alternative method of sewage
disposal.
Based on San Joaquin County Environmental Health Standards, a church/hall with a kitchen and an
occupancy of 400 people, the system must provide a capacity of 4,000 gallons per day. This system
will include septic tank(s) with at least a 4,200 gallon capacity.
