Valpico Road <br /> Good evening Ms.Turkatte, <br /> My name is Ricardo Marrun. I have a home at 11851 W.Valpico Road in Tracy California. I have a detached garage that <br /> was being used as a non-permitted cottage. I recently completed all the required permitted work to bring it back into <br /> compliance as a shop with a restroom. My ultimate goal has always been to return it to a second dwelling. During the <br /> time I was working on the shop, I was also working on drawing up my own plan for the septic system. In four occasions I <br /> visited the Environmental Health Department and met with Steven Shih. He was very helpful in reviewing my plan lay- <br /> out and informing me on County Guidelines. I wanted to make sure that I met all requirements before I committed to a <br /> $2,500.00 Nitrate Load Study. Once I was confident that my plan met all regulations, I then moved forward with my <br /> Nitrate Load Study. <br /> Today I came in with all of my documents and I began the permit process for a Second Unit Dwelling. I started at the <br /> Planning Department Desk,then went to the Public Works,then to the Environmental Health Department where I was <br /> informed that the guidelines have changed only 30 days ago. I was told that because of the results of my Nitrate Load <br /> Study I would now have to have an Engineered Septic System, when just 30 days ago, the same Nitrate Load Study <br /> would have only required an annual test.Today I have paid $4,000.00 in permits plus the$2,500.00 for the nitrate study <br /> only to find out that I am chasing a moving target. Michael Kith informed me that he discussed this with you today and <br /> that there was nothing he or you could do for me. I have worked hard in the past year+to develop the plan and pay for <br /> all permits that the San Joaquin County requires for construction.There must be some sort of grace period for those of <br /> us who have been in the process of working with the Environmental Health Department in developing a plan. Please let <br /> me know that there is something you can do for me.
