FINDINGS FOR USE PERMIT <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General <br /> Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other <br /> applicable plan adopted by the County. <br /> • This finding can be made because the Commercial Stable use type is consistent <br /> with the General Plan's General Agriculture (A/G) designation and in turn may be <br /> conditionally permitted with a Use Permit application in the General Agriculture, 40 <br /> acre minimum (AG-40) zone. No development is proposed within the OS/RC <br /> (Resource Conservation) portion of the subject property. The proposed commercial <br /> stable is consistent with the goals, policies, standards, and maps of the General <br /> Plan, and there are no Master Plans or Special Purpose Plan applicable to this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are properly related <br /> to existing and proposed roadways. <br /> • This finding can be made because the necessary facilities and improvements are <br /> existing or proposed. The project site is already served by an on-site well and a <br /> septic system. The Environmental Health Department is requiring construction of <br /> an additional sewage disposal system for the project as a Condition of Approval. <br /> Also as a Condition of Approval, the Department of Public Works is requiring the <br /> developer to provide drainage facilities that meet the requirements of San Joaquin <br /> County Development Standards for any additional runoff attributed to this project <br /> development. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the project site is 198 acres and of adequate size <br /> and shape to accommodate the proposed use and all yards, building coverage, <br /> setbacks, parking areas and other requirements of this Title. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts. With the recommended conditions <br /> from the Environmental Health Department and the Department of Public Works, the <br /> project is expected to have a less than significant impact on public health, safety, <br /> and welfare. In addition, the project is not anticipated to be injurious to the property <br /> or improvements of adjacent properties. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed use will not interfere with nor alter <br /> the current land uses on adjacent properties. The adjacent parcels are primarily <br /> agricultural with scattered residences.
