Sargent Rd, Stockton
APN 053-070-06, 07, and 08, SR0081401
The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate
Loading (SSNL) Study, dated October 31, 2019 and submitted on November 14, 2019 for the above noted
location and has the following comments for your consideration.
The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment
system (OWTS) usage and the potential impact of nitrate to groundwater for the proposed project:
1. The project propose to establish a commercial stable for a maximum of 23 horses on three parcels.
The project proposes the utilization of an existing 32,500 square foot indoor area for training horses,
an existing 10,250 square foot stable for horse care, and an existing 2,826 square foot round training
pen.
2. SSNL study determine the suitability of OWTS usage and potential impact of nitrate to groundwater
from the usage of proposed project which result in effluent discharge of 1583.6 gallons a day from the
following activities:
1) Effluent waste generated from 2 employees and existing residences daily.
2) Effluent waste generated from 2 visitors on weekdays.
3) Effluent waste generated from 5 visitors on weekends.
4) Effluent waste generated from 10 participants clinicians and 1 guest clinician seven times a year.
5) Effluent waste generated from 40 big show participants, 15 show volunteers and 15 caroling
participants once a year.
6) Effluent waste generated from 20 assisted living visits three times year.
Based on the information provided, the EHD finds that the SSNL Study supports the suitability for standard
OWTS usage on existing parcels, pursuant to San Joaquin County Ordinance Code Title 9, Section 9-
1105.2(d), provided all existing OWTS and 100% replacement areas can meet all required minimum setbacks
from any water wells.
If you have any questions please contact Naseem Ahmed, Registered Environmental Health Specialist,
REHS, at nahmed@sjgov.org or (209) 468-3436.
Michael Kith, REHS
1868 E.
