MS4 Permittees have their own <br />development standards, also known as Low Impact Development (LID)/post- <br />construction standards that include a hydromodification component. The Phase II <br />MS4 provides coverage for small municipalities, including non-traditional Small MS4s, <br />which include military bases, public campuses, prisons and hospitals.
