San Joaquin Valley <br /> AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING <br /> November 15, 2019 <br /> Giuseppe Sanfilippo <br /> County of San Joaquin <br /> Community Development Department <br /> 1810 E Hazelton Ave <br /> Stockton, CA 95205 <br /> Project: Early Consultation, PA-1900253 (SA) — Kludt Propane <br /> District CEQA Reference No: 20191296 <br /> Dear Mr. Sanfilippo: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above consisting of a Site Approval application for the wholesale <br /> distribution of propane (Project). Two concrete footings will be poured to support the <br /> 22,000 gallon propane storage tank. The project site is on the west side of North Sunrise <br /> Street at the western terminus of Heil Street (APN/Address: 051-390-18 / 17335 North <br /> Sunrise Street, Victor) in San Joaquin County. The District offers the following comments: <br /> 1. Based on information provided to the District, Project specific annual emissions of <br /> criteria pollutants are not expected to exceed any of the following District significance <br /> thresholds: 100 tons per year of carbon monoxide (CO), 10 tons per year of oxides of <br /> nitrogen (NOx), 10 tons per year of reactive organic gases (ROG), 27 tons per year <br /> of oxides of sulfur (SOx), 15 tons per year of particulate matter of 10 microns or less <br /> in size (PM10), or 15 tons per year of particulate matter of 2.5 microns or less in size <br /> (PM2.5). Therefore, the District concludes that the Project would have a less than <br /> significant impact on air quality when compared to the above-listed annual criteria <br /> pollutant emissions significance thresholds. <br /> 2. Based on the information provided to the District, the proposed Project does not meet <br /> the definition of a development project. Therefore, the District concludes that the <br /> proposed Project is not subject to District Rule 9510 (Indirect Source Review). <br /> 3. The proposed Project may be subject to District Rules and Regulations, including: <br /> Regulation VIII (Fugitive PM10 Prohibitions), Rule 4102 (Nuisance), Rule 4601 <br /> (Architectural Coatings), and Rule 4641 (Cutback, Slow Cure, and Emulsified Asphalt, <br /> Paving and Maintenance Operations).
