VA San Joaquin Valley <br />AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING <br />MEirch 11,2019 <br />Christine Luckasen <br />San Joaquin County <br />Community Development <br />1810 East HazeIton Avenue <br />Stockton, CA 95205 <br />Project: Use Permit Application Number PA-1900030 (UP) <br />District CEQA Reference No: 20190245 <br />Dear Ms. Luckasen: <br />The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br />project referenced above consisting of the expansion of an existing 34,035 square foot <br />crane rental facility, including the construction of an enclosed 14,400 square foot building <br />for equipment storage with 7,200 square feet of overhang, totaling 21,600 square• feet, <br />with operations planned for 12 hours per day on Monday through Saturday, including <br />thirty-five (35) employees per shift three (3) customers per shift, and two (2) vehicles per <br />shift (Project), located at 17800 South Comconex Road, in Manteca, CA (APN: 208-180- <br />23). The District offers the following comments: <br />Based on information provided to the District, Project specific annual emissions of <br />criteria pollutants are not expected to exceed any of the following District significance <br />thresholds: 100 tons per year of carbon monoxide (CO), 10 tons per year of oxides of <br />nitrogen (N0x), 10 tons per year of reactive organic gases (ROG), 27 tons per year <br />of oxides of sulfur (S0x), 15 tons per year of particulate matter of 10 microns or less <br />in size (PM10), or 15 tons per year of particulate matter of 2.5 microns or less in size <br />(PM2.5). Therefore, the District concludes that the Project would have a less than <br />significant impact on air quality when compared to the above-listed annual criteria <br />pollutant emissions significance thresholds. <br />District Rule 9510 (Indirect Source Review) is intended to mitigate a project's impact <br />on air quality through project design elements or by payment of applicable off-site <br />fees.
