We have taken into account the latest Eastern San Joaquin County <br /> groundwater subbasin report, and evaluated the choices of recharge water value against the regional recharge <br /> value from that report. The discussion provides a local justification for the rainfall reduction method selected. <br /> Based on the sources discussed in the addendum, we feel confident that the 75% of rainfall method comes <br /> closer to an accurate value for recharge than the precipitation minus evapotranspiration method. Based on the <br /> subbasin report and Dave's discussions with Tim O'Brien at the Water Board several years ago, we are not <br /> comfortable at this time using the evapotranspiration method because it underestimates recharge.
