The onsite wastewater treatment system (OWTS) shall be designed to receive all domestic <br /> sewage and wastewater from the property. Only domestic sewage is allowed to discharge <br /> into the OWTS. No basement, footing or surface drainage or discharge from water softener, <br /> iron filter, pool filters, or water treatment systems shall be permitted to enter any part of the <br /> OWTS. (San Joaquin County OWTS Standards 1.10.1) <br /> a. Prohibited discharges into OWTS include: automobile and garage waste, storm <br /> drainage, solvents and toxics, solids, garbage, kitchen wastewater from restaurant or <br /> bar, air conditioners, hazardous wastes, backwash, truck terminal wastes, recreational <br /> vehicle holding tank waste, industrial and manufacturing waste, and food processing <br /> wastes. (San Joaquin County Development Title, Section 9-1110.7 and San Joaquin <br /> County OWTS 1.14). <br /> E. Applicant will need to get written approval from a public entity for the disposal of winery <br /> wastewater by removal of winery wastewater to an offsite disposal facility or from the Central <br /> Valley Regional Water Quality Control Board for discharge to land. That written approval <br /> shall be presented to the Environmental Health Department prior to issuance of building <br /> permit and/or final occupancy approval (San Joaquin County Development Title, Section 9- <br /> 1125.5). <br /> F. Open, pump, and backfill the septic tank, seepage pit or excavation under permit and <br /> inspection by the Environmental Health Department (San Joaquin County Development <br /> Title, Section 9-1110.3 & 9-1110.4). <br /> G. Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water System <br /> Program, at (209) 468-0332, to determine if the existing well can be permitted as a public <br /> water system prior to issuance of building permits. If a public water system is required, <br /> applicant shall submit a Small Public Water System preliminary technical report to the <br /> California State Water Resources Control Board, Division of Drinking Water (Water Board) <br /> at least six months before initiating construction of any water related improvement, as <br /> defined. The issuance of a permit to operate a small public water system by the local primacy <br /> agency (EHD) is prohibited without the concurrence of the Water Board. To issue a permit to operate, concurrence <br /> from the Water Board is required. A yearly permit to operate a public water system will be <br /> required by the EHD prior to sign off of the certificate of final occupancy (San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to <br /> assure delivery of pure, wholesome, and potable drinking water in accordance with San <br /> Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, <br /> and Health and Safety Code, Section 116525 116570. <br />
