This project consists of a Site Approval <br /> application for a small winery and a Deviation application to reduce the front yard setback from 200 feet to 150 feet in <br /> order to utilize the existing structures for the winery. The Site Approval application includes converting a 2,640 square <br /> foot barn to a winery production facility, a 1,303 square foot workshop building to a tasting room, and a 360 square foot <br /> storage building to a restroom. The project also includes the construction of a 7,200 square foot arbor structure. The <br /> winery will utilize existing buildings to include a 436 square foot storage building, a 153 square foot storage building, a 401 <br /> square foot arbor structure, and a 407 square foot arbor structure. The project also proposes a 6,419 square foot <br /> courtyard, and a walkway totaling 1,300 square feet. The winery operations are planned for twelve (12) hour days 7:30 <br /> am to 7:30 pm, seven (7) days per week with six (6) employees, forty(40) customers per day, and thirty(30) vehicle trips <br /> per day. The winery proposes to have twelve (12) small-scale accessory events per year with a maximum of eighty (80) <br /> attendees, and four (4) Wine Release Events per year with a maximum of 150 attendees. The hours of operation for <br /> these events will be from 10 am to 9:30 pm, seven (7) days per week with no outdoor amplified music. The project site is <br /> located on the north side of East State Route 120 Highway, 797 feet west of South Van Allen Road, Escalon <br /> (APN/Address: 205-080-04/20679 East State Route 120 Highway, Escalon). <br /> San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open Space Plan <br /> (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, <br /> and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental <br /> Quality Act(CEQA). The LOCAL JURISDICTION retains responsibility for ensuring that the appropriate Incidental Take <br /> Minimization Measure are properly implemented and monitored and that appropriate fees are paid in compliance with the <br /> SJMSCP. Although participation in the SJMSCP is voluntary, Local Jurisdiction/Lead Agencies should be aware that if <br /> project applicants choose against participating in the SJMSCP, they will be required to provide alternative mitigation in an <br /> amount and kind equal to that provided in the SJMSCP. <br /> This project is subject to the SJMSCP and is located within the unmapped land use area. Per requirements of the <br /> SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90 day process and it is recommended <br /> that the project applicant contact SJMSCP staff as early as possible. It is also recommended that the project applicant <br /> obtain an information package. http://www.sjcog.org <br /> After this project is approved by the Habitat Technical Advisory Committee and the SJCOG Inc. Board, the following <br /> process must occur to participate in the SJMSCP: <br /> ■ Schedule a SJMSCP Biologist to perform a pre-construction survey prior to any ground disturbance <br /> • SJMSCP Incidental take Minimization Measures and mitigation requirement: <br /> 1. Incidental Take lvfim ation Measures(ITMMs)will be issued to the project and must be signed by the project applicant prior to any <br /> ground disturbance but no later than six(6)months from receipt of the ITMMs. If rrM1vfs are not signed within six months,the applicant <br />
