PA-1'900082, 83 (DV, SA) Project - 5 - 20 June 2019 <br /> San Joaquin County <br /> Waste Discharge Requirements — Discharges to Land <br /> The discharge of winery wastewater and residual solids to land is subject to <br /> regulation under individual WDRs or Central Valley Water Board Order R5-2015- <br /> 0005 (the Conditional Waiver of Waste Discharge Requirements for Small Food <br /> Processors, Small Wineries and Related Agricultural Processors within the Central <br /> Valley Region, or Waiver). In accordance with California Water Code Section <br /> 13260, the project proponent is required to submit a Report of Waste Discharge <br /> (RWD) to apply for the Waiver. We recommend that the RWD be submitted 12 to <br /> 18 months before the expected startup date. <br /> Pursuant to the State Board's Onsite Wastewater Treatment Systems Policy, the <br /> regulation of the septic system may be regulated under the local agency's <br /> management program. <br /> For more information on waste discharges to land, visit the Central Valley Water <br /> Board website at: <br /> http://Www.waterboards.ca.go v/centralvalley/water issues/waste to land/index.sht <br /> M/ <br /> Dewatering Permit <br /> If the proposed project includes construction or groundwater dewatering to be <br /> discharged to land, the proponent may apply for coverage under State Water Board <br /> General Water Quality Order (Low Risk General Order) 2003-0003 or the Central <br /> Valley Water Board's Waiver of Report of Waste Discharge and Waste Discharge <br /> Requirements (Low Risk Waiver) R5-2013-0145. Small temporary construction <br /> dewatering projects are projects that discharge groundwater to land from <br /> excavation activities or dewatering of underground utility vaults.
